On a reread, it feels more and more like Chloe and Claire are two opposite ways of processing trauma. Claire wants to keep busy and throw herself into work to avoid thinking about the Bad. Chloe wants to just let herself breathe and just do her own thing. In a world of infinite possibilities, she is choosing to do nothing and perhaps process on her own time. The problem is that Claire thinks that her way is what is best for Chloe.
i think the title here is rather symbolic. in a way, this is where the comic truly begins. clair is trying to get chloe to work, while chloe is utterly disinterested, thus starting the main conflict between the two main characters, and showing their two divergent approaches to chloe’s trauma (see professor a. nonymous’s comment, https://halo-head.com/comic/5-it-all-happens-here/#comment-564)
notably, clair is hiding how she orders stuff (trying to get chloe to forget that this is a fantasy world where clair is god), while seemingly still trying to remind her why the world exists (“you need to stay busy! or else–“)
dammit i realized something right after posting that. maybe the title is also indicating that this is indeed the layer on which the rest of the series takes place on, as opposed to the previous layers (the first of which is depicted on page 1, see https://halo-head.com/comic/welcome-to-halo-head/#comment-7831). im still not sure what layers pages 2 to 4 take place on
