Dunno if I’m seeing things that aren’t there, but I feel that there is a sort of interplay between how Claire and Pepper reach out to Chloe. When Claire’s trying to comfort her it feels like there’s a degree of desperation or self serving behind the positive intentions, and in comparison Pepper is just a good dude who interacts with people on their own terms. I think that’s why Chloe actually felt comfortable sleeping at his house and opening up somewhat, she can tell he’s legit.
I think there’s also this element that Claire and Chloe have been in struggle/conflict for quite a while – seemingly since before the comic even starts. And with Pepper it’s more of a fresh slate, there’s not all the History behind the efforts to reach out
Pepper’s relationship with Chloe feels natural and friendly, he tries to work with her personality rather than against it. Clair, on the other hand, feels obsessive and forced. Like a job. Clair’s all about work. It’s almost like she’s doing it for herself rather than Chloe.
Oof… When you mentioned how Clair is obsessive and forceful, this just makes things painful to read in the future with how Pepper turns out later on with Achilles…

“you don’t have to let me in your head, but i’ll always let you in my house” is still such a favorite line :pepper-1:
