I know how this must feel to Pepper… everyone else yelling at the top of their lungs about every damn thing, but the moment you make ONE observation, somehow everything is worse, and it’s your fault.
Honestly Chloe seems pretty simple to handle in concept. Just don’t make feel like she is pressured into doing something of course that is easier said than done, specially for Claire.
Clair is the type of person that not only wants to keep busy she needs goals. Halo Head is designed with her idea of freedom, people can choose what they want to do but it has to match her idea of useful, as enforced by how they can get stuff from her.
Unfortunately that gives just Chloe more reason to rebel and do nothing since she feels she is being pressured into doing something./anything.
This was also why Pepper choosing to let go of the whole thing instead of telling Clair how to handle Chloe was in her eyes the wrong thing and might even be yet another reason why she dislikes him even if she doesn’t realize it .
