I know this lie is good for the narrative tension, and I for one see a lot of manipulative behavior in Clair, from page one… but keeping a charade like this afloat is NOT simple.
And Clair is not going to need much to figure out that they DID find the stairs, and might know more than they let on…

There’s that “no reason to disrupt the status quo” line. Really sticks with me. Pepper doesn’t really like change, does he?
I think Pepper likes predictability, more than disliking change. A group of people with known, consistent roles is easier to navigate.
