If i had to guess, a mix of clair not being a very big fan of pepper at the moment and the fact that if he caught that much fish he’d be really rich
yeah i think she’s wary of anyone trying to game the system and/or potentially give chloe ideas on how to do that.
the whole stated purpose of halo head is to keep chloe busy, after all, and if she sees through the systems clair has set up–game over.
